Ms. Black has been an advocate for community and economic development since the early 1970 when she served as President of the Ad-Hoc Committee for Logan in Philadelphia, Pa, which advocated the creation of the Community Reinvestment Act (CRA) because banks were not investing in urban neighborhoods.  She served on the first Federal Reserve Bank Board for CRA in Philadelphia.

She has held a number of positions in banking, government—including serving as the Deputy Director of Commerce for the City of Philadelphia and Executive Director for Tools for Change in Miami.

As President of the Liberty City Trust her responsibility is the development of the Liberty City Community focusing on improving the quality of life for residents through housing and jobs.

The Miami Herald, el Nuevo Herald and their parent company, McClatchy selected Ms. Black as one of the 50 influential people in Florida, to be a part of the 2020 Influencer Project, a high-profile statewide initiative to fuel in depth discussions about issues facing Floridians.

Ms. Black serves on the following Boards — Secretary of the Gwen Cherry Park Foundation; Secretary of the Belafonte TACOLCY Center, Inc., 1^st Vice President for the National Association of Negro Women (NCNW)—the Miami Section, Secretary of South Florida All Stars (SFAS); I Have a Dream Foundation, South Florida Community Development Coalition (SFCDC) and Planned Parenthood of South, East and North Florida.

She is a graduate of Virginia Commonwealth University in Richmond, Virginia.  She has studied at Temple University, University of Pennsylvania, Florida International University, and in 2012 she received a Certification in Community Real Estate Development from University of South Florida.
